This screencap is from the movie, but I've cross-referenced it against the season 3 episode "Ghost in the Machine", when Starscream's ghost first appears, and I believe it's the same one, but it was somehow buried in Unicron's attack, so they built over it, making it underground, as it appeared in that episode.
